The SONC Outreach Committee Meetings will be conducted at the Council District 4 Field Office Conference room, 14930 Ventura Blvd. Suite 210, Sherman Oaks, CA 91403 (if this location is not available, the meeting will be moved to take place beginning at 6:30 PM in the public meeting room at the Sherman Oaks Martin Pollard Branch Public Library, 14245 Moorpark Street, Sherman Oaks, CA 91423
This meeting will be conducted in a hybrid format. An effort will be made to enable the Public to paricipate and comment remotely in this in-person live meeting using a telephone, Smartphone or Personal computer via the Zoom video teleconferencing platform (a virtual meting).
Every person wishing to address the SONC Outreach Committee during meetings must dial (833) 548-0282, and enter 836 2315 4607 on their telephone and then press # to join a meeting. The meeting can also be joined from the Zoom join meeting screen using Webinar ID: 836 2315 4607. When prompted by the presiding officer, to provide public input at the Neighborhood Council meeting, the public will be requested to dial *9 or use the Raise Hand option, to address the Outreach Committee on any agenda item before the committee takes an action on an item.
Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Outreach Committee’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Committee is prevented from acting on a matter that is brought to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Committee meeting. Public comment is typically limited to one minute per speaker, unless adjusted by the presiding officer of the Committee.
AB 361 Updates: Public comment cannot be required to be submitted in advance of the meeting; only real-time public comment is required. If there are any broadcasting interruptions that prevent the public from observing or hearing the meeting, the meeting must be recessed or adjourned. If members of the public are unable to provide public comment or be heard due to issues within the Neighborhood Council’s control, the meeting must be recessed or adjourned. Any messaging or virtual background is in the control of the individual board member in their personal capacity and does not reflect any formal position of the Neighborhood Council or the City of Los Angeles.
In 2023, the City Clerk will be using a hybrid election model for NC elections that provides for both in-person polling place voting as well as the option to Vote-By-Mail. The minimum voting age is 16. Voters can only cast their ballots for candidates that are running in their respective area of Sherman Oaks. This means that only eligible certified voters associated with Areas 1, 2, 4 and 6 will be voting in the 2023 election for candidates running for open positions in those areas. Participation to vote is open to those who live, work, or own property or a business within a specific area. The certification process to receive a ballot will require voters to attest to qualification via written documentation (California driver's license or ID, property tax statement, paycheck, City of LA issued business license, etc.).
The voting deadline for SONC elections will be Thursday, June 22, 2023, with official results released on July 6, 2023. Newly elected council members will be officially sworn in and seated at the July 10th, 2023 SONC board meeting.
The in-person polling location for the 2023 Sherman Oaks NC Election will take place at the Sherman Oaks East Valley Adult Center (SOEVAC), 5056 Van Nuys Blvd., Sherman Oaks, CA 91403, in Building C, Back Division. Voting hours will be 2:00 PM to 8:00 PM.
